Dr. Loomis is an adjunct instructor in the Gratz College Doctoral program in Educational Leadership. He has served as an Associate Professor and Program Coordinator with the College of Education at Penn State University and has also also held faculty and administrative appointments at Neumann, Drexel and Arcadia Universities. He received a Master of Public Administration (MPA) and a Ph.D. in Higher Education from Penn State and has over 40 years of leadership experience in higher education and government, holding the positions of program director, dean, special assistant to the Provost and executive director. Earlier in his career, he served as a senior civil rights specialist with the U.S. Department of Education, investigating complaints of discrimination on the basis of race, gender and disability. During his career, he has consulted with a variety of organizations including state and local government, school districts, career and technical centers, and higher education institutions in the United States, Egypt and Tanzania. Dr.Loomis’ academic interests include leadership development, ethics, strategic planning, workforce and career development, regulatory compliance and online learning.
