Joseph P. Welsh, Esq., is an adjunct instructor in Nonprofit Management at Gratz College. He has combined expertise in healthcare administration and law in his career. Presently, he is the President and General Counsel for the Center for Healthcare Information Research and Policy, an organization that facilitates the integration of health policy and health technology policy in the US and Global healthcare delivery systems. He received both a B.S. in Healthcare Administration and an MBA from Philadelphia University and his JD from Temple University School of Law. He is an active member of the PA Bar. His healthcare interests started out in a clinical capacity as a registered respiratory therapist (now inactive).
Professor Welsh has taught in numerous colleges and universities as a visiting professor and adjunct faculty member: University of California, Berkley, Penn State University, Abington, Villanova University, Drexel University, Keller Graduate School, World Bank Institute and Philadelphia University. In addition to his teaching at Gratz College, he is currently leading an initiative to build an executive education program to train managers and engineers on integrated health information networks. Collaborators include American College of Clinical Engineers, Health Technology Foundation, Association for the Advancement of Medical Instrumentation, Kaiser Permanente Health System and the VA Medical System.
